VOTE NO ON VOUGHT AND BLOCK TRUMP’S UNCONSTITUTIONAL FUNDING FREEZE
QUICK READ: Trump and Musk are orchestrating an illegal and unconstitutional hostile takeover of the federal government, and Russell Vought, if confirmed, will help them do it. The time for bipartisanship is over. Senate Democrats must play procedural hardball to shut down Trump’s agenda, using all procedural tools available to grind Senate business to a halt and force Republicans to feel the political cost of supporting this cruel and unconstitutional power grab. Our MoCs must also use all forums available to expose Trump’s cruel agenda—enriching billionaires by killing the programs benefiting everyone else.
CONTENTS:
BACKGROUND
Trump and Musk are orchestrating a hostile takeover of the federal government, fundamentally reworking the Constitution’s balance of power—and Russell Vought, the author of Project 2025’s call for draconian cuts to government programs, if confirmed as OMB Director, will help them do it.
First there was his unsuccessful attempt to freeze billions in federal funding keeping kids fed, families housed, and students educated, although his original executive orders, which will cause widespread suffering and death to many millions here and abroad, remain.
Then, Musk and 6 college students gained complete access to sensitive Treasury Department data with the approval of Secretary Bessent (confirmed with help of 16 Democrats); took over and effectively closed US AID without a peep from Secretary Rubio (confirmed unanimously); locked career civil servants out of Personnel Management computer systems containing personal data on millions of federal employees; and began unlawfully reallocating congressionally appropriated funds—all part of Project 2025’s playbook.
The time for business as usual is over. Democrats must use every procedural tool available to grind Senate business to a halt and force Republicans pay politically for supporting it:
Vote “no” and max out 30-hour debate time on Vought and other Trump nominees to expose Project 2025, Musk’s unconstitutional Treasury Department takeover, and the illegal funding reviews;
To slow Senate proceedings, deny unanimous consent, vote “no” on all cloture, force roll-call votes and quorum calls at every chance.
We must relentlessly remind our MoCs—with calls, texts, emails, and in-person visits—that they must not support Trump’s fascist agenda.
ACTION One: Call the Senate.
Script for Oregon Senators
SEN. MERKLEY: Portland office: 503-326-3386 | D.C. office: 202-224-3753
My name is [--] and I'm a constituent from [city], Oregon [zip code].
Trump and Musk are orchestrating a hostile takeover of the federal government, violating both the Impoundment Act, and Article II of the Constitution, and Russell Vought, the author of Project 2025’s call for draconian cuts to government programs, if confirmed as OMB Director, will help them do it. It is up to you to convince your colleagues of the need to take joint action to hold Trump accountable, to protect your constitutional control over the purse, and to protect the American people from his dangerous agenda, which requires using your procedural powers to grind Senate business to a halt, to refuse to confirm Vought or any other Trump nominees, and force Republicans to take responsibility for their constituents’ possible loss of Social Security, Medicare, and the other government programs on which they rely.

Are you prepared to explain to your constituents that you willingly gave up your power of the purse? That you are okay with allowing Elon Musk, an unelected billionaire, access to private data about your constituents and to dictate public policy? That you are willing to sell out your constituents by voting to confirm Vought as OMB Director and by supporting Trump’s plan to dismantle the federal government? That you had no qualms about risking your constituents’ loss of Social Security, Medicare, or other government programs on which they rely to satisfy Trump’s thirst for absolute power? Your constituents hope not!
ACTION TWO: Call the House.

Oregon office: 503-469-6010 | DC office: 202-225-0855
My name is [–] and I’m a constituent from [city], Oregon [zip code].
I am furious that Elon Musk, an unelected Ketamine user with no government experience, has hijacked access to our most sensitive financial data , fired the civil servants in charge of keeping it safe, and given 6 college students with no clearance full access to them. This is unconstitutional and illegal and you must take steps to stop it. Treasury Secretary, Scott Bessent’s grant of access demonstrates his inability to protect our money and makes him a danger to democracy, which is why I am asking, as your constituent, that you introduce a privileged motion to impeach him, which, once introduced, must be voted upon by the House.
