BACKGROUND
News: The Senate may vote today on Biden’s $1 trillion “American Jobs Plan.” The infrastructure bill will rehabilitate America’s crumbling roads, bridges, dams, and levees, provide thousands of jobs, and boost the economy.
Driving the news: Surprisingly, the bill has bipartisan support. More surprisingly, McConnell hasn’t growled that he will kill it.
Why it matters: This week’s votes could:
Open new opportunities for bipartisanship.
Restore confidence that the government can improve the lives of Americans.
Signal if ours is a government for the people, or for the rich.
The sticking point: Paying for it. One proposal would revive the IRS’s tax enforcement office to catch tax cheats, which could return as much as $1 trillion a year. The GOP objected to giving the IRS more power and this weekend negotiators dropped it.
By the numbers: Engineers agree the nation’s infrastructure is in “poor” condition, including.
More than 40% of the nation's roads are in poor or mediocre condition.
The number of deficient, high-hazard-potential dams exceeds 2,300.
And 7.5% of the nation's bridges are structurally deficient.
